1. Don't overthink "offshore"
Mention offshore assets and many people picture trusts, family offices, offshore companies — things only playable at the tens-of-millions-of-dollars level. That's a misunderstanding. Offshore allocation is a spectrum, from low- to high-threshold, and each tier has a matching tool.
2. Three tiers, three kinds of families
- Tier 1: the USD-policy tier. Startable with annual premiums of a few thousand to tens of thousands of USD. Representative tool: the Hong Kong savings policy. It's the "first door" for ordinary people to reach offshore assets — friendly threshold, compliant and transparent.
- Tier 2: the multi-market financial-asset tier. US stocks, US Treasuries, Singapore funds, and the like. Requires some knowledge and account-opening capability; suited to families that have already crossed Tier 1.
- Tier 3: the top-structure tier. Family trusts, private banking, offshore companies. High setup and maintenance cost; suited to families whose asset scale truly warrants it.
3. For most people, Tier 1 is enough
We've seen many families pushed along by the anxiety of "if you do it, do it all" — only to chase Tier 3 trusts before they've even landed Tier 1 solidly. Putting the cart before the horse.
The reality: for 90% of the middle class and new rich, Tier 1 (the USD policy) already covers 70% of offshore needs — currency hedging, cross-generational succession, long-term yield — a well-designed policy solves most of it.
4. Don't rush to "upgrade" — secure the "landed" first
Top-tier structures have their value, but they solve "control and isolation at extreme scale," not "growth and succession for ordinary families." Building Tier 1 solidly matters far more than chasing a trust you'll never use.
Offshore allocation isn't about whose tools are more sophisticated — it's about whose structure better matches their real asset scale.
5. From the Ark's viewpoint
Knowing which tier you're on is a rarer clarity than blindly climbing to a higher one.
